the reason why it has the lowest in the nation is because the state has a low population. its the lowest per capita.

Vermont is the 7th smallest state and the second lowest in population (behind Wyoming).
Population density however is 30th, which is pretty average, and since the crime rate is per capita (crimes per person regardless of total number of people) it is irrelevant what the state's population is anyways.
