Don't enter an intersection you can't legally exit. Having to wait until the light is red isn't legal. However, in a major city that doesn't always play; abiding by the law may allow for one vehicle to pass per light cycle. It seems that major cities have more aggressive drivers, perhaps conditioned by the city itself. Gotta do what it takes to survive.
