Yep, to power the headlight on a bicycle. I remember when I had one of those..

WAIT, what it really is is the thing the gay hamsters sit on that spins to turn the phillip screw driver and adjust the headlights (euro-style), you see you take gay hamsters and you stick them on the phillips screws via their little arses. When you move the button in the cabin it then b1tch slaps them left/right/up/down and they then spin on the phillips screws to adjust your headlights.
