Anything good costs money - but you can download free trials of Adobe Photoshop and JASC Paint Shop Pro.

Paint Shop Pro is pretty popular if you're not willing to cash out hundreds for a program, and I'd recommend it as a cheaper alternative to Photoshop.

There is also GIMP, which began as an open-source unix program.

It is very powerfull, but it's interface and way it works is not like photoshop at all, which can make it very confusing to use. But as a plus, it is completely free.

I just needed a basic photo program so I got GIMP about a year ago and never have needed anything else to do what I want. I would try it.
