That's planshet or digitizer. Very good thing, you can use it instead of your mouse.
The best planshet are made by WACOM (WACOM.COM.
I have Wacom Graphire4 (A6).

no, you would never be able to make a perfect gradient in paint. It would still have errors. Photoshop is paint on steroids, it has many many features computerized which can't be duplicated by hand, such as texturing. I bet that guy could make it look like a real car in photoshop.
I'd say it probly was a writing tablet. I've used one before. You can put a piece of paper on a tablet and draw away all day long.

I disagree with the idea that you can't create a perfect gradient in Paint. It'd be ridculously time consuming and pointless to do it in paint compared to Photoshop or something similar, but if you get down and do it pixel by pixel you could do it. It's still just pixels.
