Thomas L. “Cannibal” Cottingham, of the 1000 block of W. 3rd St., met with the victim about 11:30 p.m. Monday in the parking lot of Claymont Elementary School at 3401 Green St., police said.
The victim was planning to pick up a piece of jewelry from Cottingham, who showed up with another unidentified man, said Senior Cpl. Jeff Whitmarsh. The men reportedly were having a dispute over a woman.
While the other man was speaking with the victim, Cottingham allegedly snuck up behind and struck him in the back of the head with the hatchet. The victim dropped to the ground and then was punched and kicked, Whitmarsh said.
He said Cottingham then tossed the hatchet through the victim’s car window and he and the other man then fled.
The 23-year-old victim was treated at Christiana Hospital for the fractured skull and a cut to the head.
Cottingham faces charges of assault, conspiracy and criminal mischief.
Police did not have a description of the other man.
