Ok here is my problem. After I turn on my wipers sometimes they will not stop. Sometimes just turning them off then back on with make them act right, sometimes it doesn't. Also when I have my wipers on delay they will got to the continuous low speed. Any help?

Sounds like a problem with the switch assy or associated wiring. Pull the darn thing out and check for continuity across the connections on the wiper controller.
Unfortunately, you have to pull out, not only your switch, steering coloumn cover, but also the knee guard on your driver side dashboard. Better to have the dealer do it if you're under warranty still.

check the TACM. I had a problem with the INT wipers, Maybe you have a problem with that too, or the swicth..
look in webtech for how to check the switch, its very easy.
