That arm is supposed to be shorter then the other. Is the arm itself tight or does it wobble at the base?

You must be smoking crack, from what I can tell it can't be rotated, seems to fit only one way without interfearing with other stuff. All arms linkages are tight. I took off the plastic cover over the gear drive and there is plastic gear with three metal tracks and three contactors,if those metal tracks positions could be changed then the timing could be changed but still you end up with the same small travel.

The travel is not important. It is all about the position of the arm on the spline.

. . . which is to say, you might need to rotate the arms on a splined shaft somewhwere . . .
