Poor Gas Mileage...

So I am getting about 225-250 miles per tank regardless if I drive like Miss Daisy, or if I drive like Mario Andretti. I don't know why this is. I have no check engine lights on, and just to make sure, I scanned my car again tonight at work... All of my filters are brand friggin new as well. Here is my parts list...
-New Fuel Filter
-New PCV Valve
-Bosch Platinum 2 plugs, new
-Duralast wires, new
-AEM CAI, clean filter
-1.8 ECU (good one)
-1.8 cam
-Manual trans
What the hell could be causing this? I've done MORE than a full tuneup. I'm going to seafoam the balls outta of it next, then after that replace any and every hose I can find.. After that, if its still bad, im going to get a new fuel rail, then new injectors... I've replaced like everything fuel and air related... What do you guys think it can be?

It could be:
1. Bad Fuel Pump
2. ECU is not working right for your car along with the cam.
3. Bad O2 sensors. Sometimes, they don't throw any CEL at all even though they are bad.

first off.. what kind of driving do you do? If those are all city/roads with lots of stop and go traffic, you are doing really well. If those are highway miles, how fast are you going? Just because you do not take off like a scalded cat does not mean a thing if you are doing 80mph on the highway.

Well, webtech recommends replacing it if there is ever a problem. They also call it the Idle Speed Control Actuator.
I say that costs too much to replace. So if I were you, i'd pour some seafoam into it then let it sit. That will clean out any gum and what-not from inside. Turn on the car and let all the seafoam evaporate into the engine and you'll see some smoke from out the tailpipe as the carbon buildups inside the engine are burned out for about 30 minutes. Then spray some silicone lube into it.
When you use the seafoam, you may as well get everything. TB, Manifold, Pistons, valves.... there's a DIY on the site.
