Did you reset the ECU?

Check for vac leaks. MAF plugged in and facing correct way. TPS plugged in and functioning.

My guess is your idle is high because you are pulling the throttle cable, with the throttle body out of the stock position. Remove the throttle cable from the throttle body to verify. If idle remains high with throttle plate shut/no tension on the pulley, your problem is elsewhere.
