I found this cheap OBD2-USB cable for $27

OBD-USB

or OBD2-COM cable for $17

http://cgi.ebay.com/ebaymotors/VAG-COM-311...609301569QQrdZ1

will this work with Tibby? Any body use it?

Do Korean Spec Tib have same OBD2 port as US Spec?

It'll all work, for sure, but there's some problems.

1. Your first auction isn't for a USB to OBDII, it's Serial to OBDII. They have an auction shown INSIDE that auction for a USB to OBDII though.

2. The second auction says it's for a scanner, but they use the same picture as the first auction?

3. The second auction at the bottom says...

Package Includes:

OBD II VAG cable

Which tells me it's only the cable also. There's no picture of this "Scanner" on their auction. Ask for the picture first.
