OBD2 Inspection Problem

today i ran my car through nj inspection and they said i failed cause they couldnt establish a signal or connect with the OBD2 system in the car. I have my speed limiter removed from the gauge cluster so im wondering if that has to do with it but other then that I have done nothing else to even mess with the OBD2. Anyone got a clue what could be up?

I can reinstall it no problem just have to pull the cluster out but whats got me worrying is this sensor has been out for months and wonder if its possible it shut down the whole obd2 and car is running for months now without it just dumping a shitload of fuel and whatnot to be safe. could be reason after I put my 1.8cam, 2.25 exaust etc. car felt more slow.

Damn, they're picky on your inspection over there..here in Texas, no one gives a shit..your inspection is done in 10 minutes...at least where I live

im in houston tx and me and my friends get in trouble all the time and don't pass inspections. best thing to do is become friends with some who does them.
