It's possibly a fuse. If not that then your gauges are not pressed into the plugs in the back well enough.
it might also be that your bulbs are going out. just a few suggestions although it might be something else.

do you know much about cars or is it one of your first times this has happened?
if your dome lights and taillights are doing that then it's your alternator or your battery. don't drive the car and get the alternator changed or battery asap. a mechanic can check the voltage on your alternator and battery and easily determine the cause.

1998-2001 TIBURON RHEOSTAT ASSEMBLY REPLACEMENT DESCRIPTION:
On some TIBURON vehicles, backlighting for the instrument cluster, switches, radio and HVAC controls, may flicker from a dimmed level to a full bright level as the engine RPM is increased when the rheostat is set to a partial dim (80-90%) level.
A new rheostat assembly has been made available to correct this condition. If a Tiburon vehicle produced between May 16, 1997 and September 7, 2001 experiences the flickering condition, replace the rheostat assembly with the new part number.
