I can't seem to find the post where I was describing the problem I was having.
To summarize:
Ever since I installed my OzFlow 60mm BBTB the car would start hesitating at under 20 MPH. It would be going fine and all of a sudden there seemed to be a flat spot in the throttle.
Things I did to try to fix it:
Tightened TPS - No Change
Adjusted throttle cable - Better throttle response, but no change
Adjusted Idle - No Change
Checked for Vacume leaks - None
Replaced Plugs, Wires, and Coil - Needed to be done anyways, did not fix problem
What Fixed it:
Removed TPS while car was idling, reinstalled it by tightening top screw down, then bottom screw while holding the TPS tightly in place.
I was not able to drive smoothly under 20 MPH for the past three months or so. Yes, traffic sucked. After this fix I was able to drive from my house down to the beach at 5-15mph. The beach is about .5 miles away. Runs like a champ now.

Drove it all the way to work with no hesitation or stuttering. I do need to readjust my idle though, somehow I set it too high last night.
