Let's just say the 1.8 is a little more squeezed (powerwise) than the 2.0, think of it this way, if it had the intake camshaft of the 2.0 it would make even less power. I guess it has to do with emissions and mileage, being the 2.0 of bigger displacement, they prevented higher emissions or lower mileage by putting a camshaft a tad less powerful.
It has all to do with regulations, emissions, taxes and marketing, so don't try to find a "logical" explanation as for why they did it that way, most of the automotive brands have cases like this, and only they know the reason.

Hyundai has never been concerned with the power the car puts off. They have always made, and probably always will, be more concerned with the economy part of the market.
They're more concerned about ride quality, etc. than hp.
