Red Light Cameras
If you at an intersection with a red light and you make a right turn how does the system know whether you came to a complete stop or not prior to your turn?

I don't think it's monitoring stops. It's a time activated sensor that detects motion in a certain spectrum after the light has turned red. Usually right hand turns are left out of that spectrum for the sensor.
