If you're running a wastegate based off of absolute pressure the only power loss you'll have is based on the turbo losing efficiency as you're adding progressively more boost out of thinner air. Oxygen concentration (as a percentage) in air is nearly constant from sea level to 70,000 feet. If you compress air to a given PSI it will contain the same amount of oxygen whether you're at sea level, 10k feet, in outer space, or a mile under the ocean.
With a N/A car you can estimate the loss of power pretty easily because of the drop in atmospheric PSI. If you have a wastegate that is controlled based off of anything besides absolute pressure (for example many stock turbo systems reference atmospheric pressure and boost a set PSI above that) you can lose a significant amount of power but still a lot less than N/A. If your wastegate only references absolute pressure and you have a turbo capable of compressing less dense air to the same absolute pressure your only power loss will be based off of the turbo's drop in efficiency in those conditions.
