Yes, it's condensation mixed with oil in the valve cover. If you feel that strongly about it, take off the valve cover and clean it, that's what I did.

My engine does the same thing. Not as bad on synthetic for some reason, but it should only build up around the oil cap, just clean it off like what everyone else said and call it a day.
