Is replacing stock CAT in CA illegal?
I mean replacing stock CAT with high perf. CAT without changing its location... is this illegal in Cali? If so, is there any way to make them put this one for me?

Yes in CA it is very illegal to remove the OEM/stock CAT without just cause. Most places, such as Midas and similar reputable mufflers shops will not remove a stock CAT with a 10' pole unless it is damaged. These shops get a big @$$ fine if they get caught removing stock CAT’s just to replace them with a high-flow CAT. The cause to remove a stock CAT must be just, either by smog check referee or the CAT is plugged or very badly damaged.
A small mom & pop shop should hook you up with the job. Smaller shops usually don’t really care about CA emission laws. However, due to the risk these same shops may charge a bit more to do the illegal work.

You could just tell them that the car has lost alot of performance and someone told you that it was probably a clogged converter.... that "everyone who drives a Hyundai knows that"... Then switch to a hi po converter.
The muffler shops might buy that as a good enough reason.
It's a legitimate reason for changing the converters on an RX-7.
