If it is not your A/C, You need to check your timing belt and gears. It is the most likely problem. It is the last thing you did and it sounds like its the problem. You may need new timing gears or to loosten the belt or to get a new belt.

Today, I went to inspect the drive belts and the first thing I saw was a huge crack in the power steering belt. That was enough for me to decide to replace all three drive belts. Hopefully this will solve the whine.

Belt Squeal is a common issue with our tiburons. Now that you have new belts you'll have to check them pretty regularily. The new belts will loosen slightly or stretch, meaning you'll have to tighten them up a bit. It's common maintenance and well worth not having that godawful screeching.

Did they replace the idler pulley and tensioner pulley when they did your timing belt, when you install a new timing belt it tends to be a little on the tight side since it is going to stretch, if either your idler pulley or tension pulley are going bad it will make a loud whine type of sound and the new belt will make it even worse, I had the idler pulley go bad on me soon after I replaced my timing belt and if it gets bad enough the belt can slip off and you can kiss your cylinder head goodbye, Now whenever I replace my timing belt I also change the pullies as well, hyundai's bearings just suck. pull your timing belt cover off and if the sound is coming from that area that is most likely your problem.

Not just Hyundai's bearings.. the tensioner bearings are out in the open, exposed to the elements of the engine compartment, and do not get lubrication from either the engine or the part they are attached to. It just makes sense that they have a short life.
If was doing the belt on my fiat.. first off I would have to do it every 25,000 miles and I would have to replace the tensioner bearing too.

look at you alternator or your Power sterring pump, also check the A/C tensionor bearing that could have gotten BBQ also take a look at your ISC motor
take a closer look even i am lost vbout that is the best i could come up with on what info and repairs you did keep me posted
