You CAN move the fuse box to any location you want. Running/splicing all the wires is going to be a PITA though. It will also has the potential for wiring problems later down the road unless done perfectly/proffessionally.
What I was trying to say, is that if you have a large battery there, or space is at a premium, running the CAI through the plastic engine shield is going to be 1000 Times easier than trying to move the fuse box, and cut a hole in your fenderwell.
If you are determined to use the hole next to the battery, investing in a smaller battery like an Optima or DynaBatt would be preferable to relocating the fuse box.
In fact, I would reccomend that you relocate the battery to the trunk before you relocate the fuse box. As there are performance gains to be had be relocating the battery, but relocating the fuse box is only going to lead to trouble.

I do not know of any car specific Battery relocation kits for the Tiburon or Elantra, so you would have to go with a "universal" kit and adapt it to work/fit.
I think 2Uniq just did a battery relo. If you search for "battery" you should find it in the last 30 days.
