^^^ Its because if you drive hard the Purge Control Valve will be wide open the whole time. But during normal driving it only opens partially depending on the pressure in the IM so in turn your rpms.

I know on RD2's it isnt on the canister it is by the drivers side strut in the engine bay. I replaced mine a few months ago. Got it from kSpec for like $25.
I know Java has a RD1, but don't know if it's Rev A or not.
