Denisst99, looks like you are the winner! Would you happen to know how hard it is to replace? I guess I'll have to replace the whole little ignition switch part. Stupid Honda doesn't have an online manual.

ok, this is common for people with a LOT of keys on their ring. All the weight destroys the ignition switch. Tell your sis to dump all the junk (and girls seem to keep a lot of junk on their keyrings) unless she wants to go through this again.

actually it's quite easy
remove the lower steering colum plastic cover and you'll have acces to the switch itself it's holding to the igniton key barel with 2 philips screws if i remember right
once remove you simply have to unplug the harness

a big 30 minutes job ;-0

and yes,it's a very common problem to people with BIG key chain
