The $230 unit is made of Cast aluminum. It is compatable with cruise control and includes a new Throttle position sensor for the $230 price. It is 58mm
The $300 unit is made of annodized aluminum (colored), it is billet aluminum, so it looks better and is "smoother". It is adjustable from 58mm to 61 mm. It does NOT come with a TPS sensor, but is compatable with cruise control.
The $230 unit is "stealth" and no one will ever know it is not the stock unit. The $300 unit is "flash" for show cars and ultimate high performance.

The "performance" one is lighter, and has a larger opening.(61mm vs 58mm)
99.99999% of you will NEVER see a dyno difference/gain with the 61mm unit, but it is there as an option.
Yes, it is important to have the TPS sensor...as your car will run like poo without it. Of course you can always reuse your old one...but giving you one is worth $45 bucks if you ever needed to replace it from www.stcharlesauto.com

The IM/TB interface should be bored out on the IM side to match the diameter of the TB you are purchasing to see a benefit...yes.
The polishing is just a service OnPol does at the same time. Some people have enlarged their own IM's using a dremel, but I have yet to see any photos of said work.
