you can get a wideband for $300 or so and know your AFRs. You can change your AFRs by adding or subtracting fuel with a piggy back.

So to know the best performance for your engine youll just have to be on the dyno and keep on running it with diff a/f ratios with your safc or other piggyback, how long would that take for someone who has never done it before

Edit how much more hp should you expect if you tune it right with a i/e, ive heard nothig to 8 whp

Clean it? Nah... I just leave 'em alone, they last 100,000 miles before they start running into problems. When you start getting bogging down and using a lot of fuel, then you might clean it and see if it helps. Don't clean what doesn't need to be cleaned.

This guideline is good for 85% of engines out there. Most power will be found between 12.5:1 and 14:1. Its a great guide to see where you need to start tuning for.

As for fueling on a stock car, I would probably say an S-AFC (tuned well) will get 8whp on a stock car. Bolt-ons like I/H/E won't effect those numbers that much.

So with I/H/E you dont see any affects from the safc or the safc still gains about 8whp?
