Neural oversteer and under cancel out. Under is bad, cant think of a time its good. Over is good if u want to drift but also if you have rwd then you can control the car better with the throtle. Neutral is good, what you would expect the car to do, dont keep going straight or have the rear all over the place.

The more friction the less fuel milage should be, also a heavier tire makes it go down. Im not sure if the friction is enough to see, Im using sticker tire than I had on previously and havent noticed any difference, but I didnt calculate in the same temps and roads driving etc.

I thought I did answer your question. The sidewalls are stretched out... Not the tread. The tread surface remains unchanged.

gsasha1 (hey I spelled it right!) to answer your question, you would have to select a softer spring rate to even out the ride. But, in doing so, you throw off the ride of the car, you'd have to stiffen it elsewhere. Whether it be by Strut Tower Bars, or Stiffer Sway Bars. You'd really have to paly around to make sure the body roll and that are kept in check.
Another thing to keep in mind is Potholes and Curbs. You will have to be EXTRA carefull with these, as Mad-Machine mentioned, there would be less sidewall. This is the same thing REDZMAN and co. preach about 16" wheels vs. 17" wheels. You'll have a better chance of fudging up your rims.
If you do this gsasha1, BE CAREFUL!
