Default Proportioning Valve problems

ok, well I noticed the other day that my back passenger side rotor wasn't clean like the other three so this past sat. i decided to investigate.

when I tried to bleed the brakes nothing came out!! so i took the line off of the caliper... same thing. traced the line all the way up to the valve and nothing came out of it either.

my questions are:

1. are those things adjustable or do i just need to replace it?
2. if so then does anyone have one (tibbychick?) laugh.gif:

I am 99% sure they are non adjustable. I had issues with it and bleeding the brakes luckily fixed it. But before that I was looking at the valve to see if it was adjustable and could not find a way to do it.
