Well...
1) I would find the leak. By the sound of how much fluid you are losing, you could just park your car... pump your brakes, let it sit for 5 minutes and then look for wet spots on the ground.
2) If you ran the master cylindar dry, you need to re-bleed your brakes because you just introduced a lot of air into the lines. This means bleeding all 4... using the bleeder valves lmao.gif

jack up the car and ask somebody to press brakes while you were inspecting where the leak is coming from, but be careful cause it may be sudden (better wear safety glases)
Caliper may leak in the place where brake hose is, where bleader valse is 09.gif or where caliper piston is.
Is your brake booster works? Start the car press couple of times brake pedal, then shut down the engine and press couple of times pedal again, it should become harder.

We did jack up the car. The leak wasn't coming from the hose. That leaves the bleader valve or the caliper piston.
The booster DOES work.
Question: If I top up the fluid, is it safe to drive the car?

I wouldnt drive it until you bleed all 4 corners... especially if you said there is hardly any petal. Running the master cylindar low will put a lot of air in the lines. I would rather be safe than sorry, especially with brakes.

I wouldn't drive it, cause small leak can become huge leak, so that all fluid can gone just by one press of the pedal.... and NO BRAKES....
you can top it with a fluid and drive SLOWLY at home, so that you can stop your car with hand-brake.
